Speedometer is run from the browser, and is just a multi-task execution (480 in total) to measure the time it takes for each task and provide a detailed report of it. You can run this test yourself in your browser, but since you’re probably using Safari or Chrome in their latest version, your results will be similar to the rest. Because Spedometer is not as dependent on the end user as it is on the developer of the web browser. It is a test focused on the WebKit community that creates and designs new technologies for the web and new browsers.

Apple has published a detailed article explaining all the changes in this new version of Speedometer. The first version is from 2014, and since then many browser technologies have changed. Now there are more APIs, new Javascript libraries, new devices… According to Apple:

How does this new version of Speedometer influence you as a user? It influences you indirectly, because is an important contribution to the WebKit community . And what is WebKit? The platform that serves as the basis for many browsers, including Safari and many other small browsers. In short, a tool for web developers to create better user apps.
