It is not new that Apple allows to test the betas of its new operating system since it already did it with OS X Yosemite. Cupertino now plans to allow public testing of the iOS 8.3 and iOS 9 betas to improve the reliability of the new iPhone and iPad operating systems.

iOS 8.3 and iOS 9 would focus on improving stability
Apple, a company larger than Google and Microsoft combined, cannot release an operating system that many of us need to work and perform fundamental tasks today with as many bugs as it did with its last major update and that you have sent us through comments, Twitter and Facebook.
It is known that Apple is already testing iOS 9 on iPhone 6, seems to have taken note and to improve these bugs and will open the testing of the new iOS 8.3 and iOS 9 to the public. This means that not only the developers will be able to test it, but anyone will be able to access a registry where approximately the first 100,000 registered will be able to download and test the new iOS 9 and iOS 8.3 betas.
Thus it seems that according to Mark Gurman of 9to5mac Apple intends to offer the first public iOS 8.3 beta by mid-March.
As for the next iOS 9 what is clear is that Tim Cook’s guys will present the new update of their operating system at the WWDC in June . So it would be after this when they would release the public iOS beta, well into the summer.

Apple has already done something similar with OS X Yosemite allowing one million interested users to try out the new operating system update.
